Hi,

during a test with piuparts I noticed your package failed to install. As
per definition of the release team this makes the package too buggy for
a release, thus the severity.

exit status 10 very much looks like a debconf return code ...

This bug is reproducible in stretch and sid, but not in jessie,
one notable difference is that sid and stretch have a newer
version of dbconfig-common than jessie.
Since I don#t see similar failures in sid in other packages using
dbconfig-common, this is

* either a bug in bandwidthd-pgsql that has been exposed by the
  new dbconfig-common
* or a bug in dbconfig-common that is only exposed by
  bandwidthd-pgsql

please investigate and maybe reassign to dbconfig-common.

Installing the package manually in a sid chroot with
BANDWIDTHD_PACKAGE_DEBUG=1 and DEBIAN_FRONTEND=noninteractive
spews a lot of output ending with
