Control: tags -1 +pending

I am uploading the work done in Ubuntu to port gdebi away from gksu to
Debian's DELAYED/15 queue. Please let me know if I should speed up or
delay the upload.

Note that gdebi still won't work in the default Debian GNOME Buster or
Ubuntu 17.10 sessions (in other words, GNOME on Wayland) because it
still tries to run the GUI as root after requesting elevated
permissions.

gdebi is now one of the last 2 packages to depend on gksu in Testing.
The other is caja-gksu (which simply needs to be removed now that
caja-admin exists) https://bugs.debian.org/822595

I am also removing gdebi-kde in this upload. See
