While investigating the reason why several autopkgtest fail [1, 2, 3]
when run in testing with some package from unstable we [4] found that
this is caused by libc++-8-dev being installed. I believe this is pulled
in because:

a) libc++8-dev provides libstdc++-dev (I'll file a separate bug about
that) and

b) libboost1.62-dev depends on "libstdc++-4.8-dev | libstdc++-dev"

libstdc++-4.8-dev is only available in oldstable now. Please drop the
dependency and leave the dependency on libstdc++-dev to the c++ compiler.
