And that"s the wanted behavior. Enigmail is needed at least on version
2.1, otherwise it's simply not working. It's documented in the changelog
for 1:68.1.1-1~exp1 and introduced by this commit.

Thunderbird isn't breaking Enigmail. But the package enigmail wasn't
updated in time so we need to ensure that no cruft we now about is
keeping installed. There are for sure more packaged addons out there
that would need a Breaks.

And btw. your report isn't a severity serious.

An not added a Breaks on Enigmail would be more a case for important but
not even serious.
