For me it compiles the CLI binding just fine.
I checked the C# code and it looks fine, I believe you might use an
older C# compiler that has a bug. Which version are you using of mcs? I
used mono-mcs 1.2.4-4

This build failure only occurs when the package's build target is run as
root (or under fakeroot). While still a bug, there is no requirement in
policy that packages build successfully under this circumstance, so I think
this bug should be downgraded.
