I am unable to reproduce this hang. When I re-enable lvmetad in lvm.conf
and run update-initramfs -u, reboot succeeds (many trials). Perhaps it

Justification: breaks the whole system
Dear Maintainer,
libpam-systemd 204-14 lived in peaceful coexistence with sysvinit-core by
depending on systemd-sysv | systemd-shim.
libpam-systemd 208-6 amd64 now depends on systemd-sysv alone,
Problem confirmed by downgrading upower 0.9.23-2+b2, which immediately
fixes the issue.

references 3.13 because that is my latest bootable initrd!

The only changes that were made to udev in 204-11 are [1] and [2]
If so, could you both try to revert those two patches one by one,
rebuild the initrd and see if that makes a change

a timing related issue, you might also try with the
rootdelay= boot parameter and setting that to something like 30
