With the updates in Testing as of 5/15/20, this appears to no longer be
an issue (probably because of some updated dependency). Now it is the
opposite: if `require "uri/generic"` is commented out, an error is
produced. If it is not commented out, updates to Redmine work correctly.

will cause other problems, but it did get my Redmine installation up and
running while awaiting a more permanent fix.

I just noticed that attaching files to issues is currently broken. I
haven't spent enough time to dig into the problem, so I don't know if
was caused by this issue, caused by a different issue, or caused by the
workaround of replacing /app and /public from the upstream tarball.

presence of plugins. If either the redmine-plugin-local-avatars or
redmine-plugin-pretend packages are installed the upgrade of Redmine
fails. Once both of these packages are removed the installation succeeds.

accessing the SSL certificate file instead of describing a problem with
the cipher suites (which this isn't).
The solution for me was to create a copy of the Let's Encrypt
certificate that was accessible by the `courier`
