Please let me know if the solution accepted. The "not-installed" file is in the attachment. I went too fast and released version 1.9.6+ds-8 with eh proposed "fix" (adding debian/not-installed). Actually, this is not the right thing to do, since the files in debian/tmp/usr/share/octave/packages/ should go into the binary package octave-iso2mesh. I am hereby rectifying the situation.
