AIUI, this is a UI blemish, not a bug that makes the package unusable,
because it's currently simply not meaningful to try to run the program
before it's been manually configured. Downgrading accordingly.

It goes slightly deeper than that. Creating the config directory causes
guml to start, but not in a usable fashion. You get an empty list of VMs
and no graphical method to create any.
The README supplied by upstream says that you must create the directory
and add config files based on example
