Justification: renders package unusable

This belongs in both perl and libcgi-fast-perl really.

When I upgraded perl to the version from etch, as part of a piecemeal
upgrade of the system to etch, a new version of libcgi-fast-perl was not
pulled in. Because this package is built from the main perl source
package, it lived in /usr/share/perl/5.8.4 which is not in the new
perl's @INC. Obviously this broke the modules entirely.

Either (or both) perl should conflict with libcgi-fast-perl < 5.8.8
or libcgi-fast-perl should conflict on perl >= 5.8.9.

The former could be applied in a point release to stable, and would
prevent the breakage from occuring on this particular upgrade
(sarge->etch).
