My guess is that the ./vice.pot target can run before the Makefile target, which regenerates and reinvokes itself, having populated $(POTFILES) with ../src/arch/win32/res.rc.po.c and so on... I've been unable to reproduce the issue seen on the buildds despite many repetitions and different values
