During a rebuild of all Debian packages in a clean sid chroot (using cowbuilder
and pbuilder) the build failed with the following error.

dpkg-dev is already the newest version.
Some packages could not be installed. This may mean that you have

distribution that some required packages have not yet been created
or been moved out of Incoming.

This is caused by the build dependency on both gnat and gnat-4.6: gnat depends
on gnat-4.9, which replaces gnat < 4.6.1.
