Monodevelop (which recently changed one of it's binary packages from
arch all to arch any) failed to build on the buildds with.

Looking on packages.debian.org that file is provided by cli-common-dev
Looking at packages.debian.org it seems that nearly all of the
build-depenencies are in build-depends-indep. The error posted above
shows that cli-common-dev and dh-autoreconf need to mov e to
build-depends. I strongly suspect others need to move to but I have not
done tests to determine exactly which.
