Bug#841443: hmqv.h is missing: refered to by /usr/include/cryptopp/eccrypto.h

This also affects armory in #841609. The problem is that hmqv.h was added in cryptopp 5.6.4, but it seems like the Debian package wasn't updated to include that header file as part of the package.
