That's sort of unfortunate...
Indeed, it would be unfortunate to not have 3.1 in buster.
Processing control commands:

Bug #916279 [qemu-system-common] qemu-system-common: Overwrite

Hi,
you are missing a

to match the Replaces, otherwise you are permitting partial

Hi,
you are missing a
Breaks: qemu-system-data (<< 1:3.1+dfsg-1~)
to match the Replaces, otherwise you are permitting partial
upgrade/downgrade paths where files are disappearing while
dpkg considers everything correctly installed.

IMHO:
(<< 1:3.1+dfsg-1~)
But since the fix will be part of a -2 upload eventually more likely:
(<< 1:3.1+dfsg-2~)
Package: qemu-system-common
Version: 1:3.1+dfsg-1
Followup-For: Bug #916279
Sorry, I hit the wrong button in report bug.
Current state of the system.
$ dpkg -l | grep qemu
ii ipxe-qemu 1.0.0+git-20161027.b991c67-1
all PXE boot firmware - ROM
Package: qemu-system-common
Followup-For: Bug #916279
I just hit the same issue:
Preparing to unpack .../000-qemu-system-common_1%3a3.1+dfsg-1_amd64.deb ...
Unpacking qemu-system-common (1:3.1+dfsg-1) over (1:2.12+dfsg-3+b1) ...
dpkg: error processing archive
Package: qemu-system-common
Version: 1:3.1+dfsg-1
Severity: serious
(Sorry for non-English text, but the output should be self-explainable).
/usr/share/doc-base/qemu-system-doc was previously provided by
qemu-system-data 1:2.12+dfsg-3 but now it is provided by qemu-system-common.
