Hi, manpages-fr-extra is quite outdated (last upload in 2015), lot of projects have been updated to newer version and have now newer/updated manpages or are now shipped by other source packages (like the shutdown/reboot commands, see bug #828623) IMVHO, it's better to have no translation at all than having misleading ones and I'm not sure if this package should be part of buster if it's not updated in meantime.
