No, I agree there is no bug here.

You might consider explicitly mention above clarification in 
debian/copyright, since evidently I am not alone in (wrongly!) stumbling 
on that confusing really-a-license-but-obsolete.  But I fully understand 
if you feel that is superfluous (especially since I notice that you did 
not find it relevant to use machine-readable copyright file format).

I forgot to answer to the second part of your report:

The file COPYING.OLD says this at the top:

 This file contains some details about the copyright history of
 contributions to the UnZip project.

So, as before, this is included for historical purposes only
(note the usage of "applied" which means *past* in English).

Those are clearly not the current license terms.
