Bug#912593: sagemath has unfulfillable build-dependencies

This bug is easy enough to fix, however it doesn't make sense to upload a new 
version at the moment due to #912980.

debian/control is in .gitignore because it is generated in debian/rules from 
debian/control.in, mostly to avoid writing the control fields for all the 
documentation packages in different languages.

Hi Maintainers

This causes reproducible builds of sagemath [1] to FTBFS (depwait) currently.
BTW, it seems really odd to me to have /control in /debian/.gitignore [2].

sagemath has unfulfillable build-dependencies. libsingular4, which only
libsingular4m1 is in the archive.

A package should *never* have specific runtime libraries as a dependency, these
should be handled by the corresponding -dev packages.
