I can add to this report that some time ago I successfully installed
Debian 8.7.1 amd64 (kernel 3.16 without apci=off parameter) on the
same hardware. It seems to me this issue in Debian 9.1 installer is a
regression.

That's a good question. acpi=off is often a workaround for buggy
firmware in my experience, but not typically something fixable
externally.
