For trixie we have some changings regarding the release-notes:
They have been migrated from Docbook to reStructedText / Sphinx [1].
During this migration, it has been decided to no longer build separate
versions per architecture, but only one generic variant
So it’s deliberate, I guess.
Is there a current draft of the work-in-progress that I could look at?

Buster will be released on 2019 and these pages will be updated then.

There are a bunch of links that are claimed to be for draft release notes for
Buster.
Unfortunately, all of them wind up at “Page not found”.
Is this deliberate? Or is it possibly a result of some recent change of
servers

In section 3.3.1, first sentence in woody Release Notes for i386
it is written that it should be an "upgrade/" directory on the
first CD_ROM in Debian 3.0 CD set. Is this true?
I can't find such a directory on the CD-image I downloaded
on Tuesday, 2002-03-12.

I am making printouts of the Debian Release Notes and Installation
Manual. My general course of action is
$ (get newest (potato) boot-floppies from cvs)
$ cd boot-floppies/documentation
$ make uni-docs => install.en.tex
$ debiandoc2latex release-notes.s
