feature a stable, v10.0.0 release for Debian Buster.

Debian Buster has been released. Yay!!
What needs to be done before we can publish Buster on the debian-cloud
project?
I note that there is a Buster image from debian-cloud-testing dating
from June 18th. Is it just a matter of regenerating the image with
the latest packages?
