operation of cdn.debian.net and set DNS alias to http.debian.net.
cdn.debian.net had operated since 2007, when apt had not support HTTP
redirection yet. In 2010, HTTP redirection was supported stable Debian apt.

I agree for making GSoC proposal.
Could you write it for client-side apt modification?
I understand we need client side apt optimization.
New apt client can use more optimized protocol than HTTP/FTP.
However,
I think server side mirror selection is still important.
