There are some files which are required in multiple places in the CVS
such as debian/kderules. When I find bugs in such files I'd like to fix them

CVS offers some capability to do symlinks. It is fairly
simple, requiring an edit of the modules file, and a shell
script. Look at this (excerpt from my huge modules file), and the
shell scripts used.
Simple, really.
