section 9.9 in the polcy regarding environmental variables, and if it
implicitly excludes global environmental variables like PATH, or if
all programs must include

with only a commandline argument to dh_config_config_model, without
the need to write perl code/understand what a model is (not all devs

errors in NEW packages to the ftp-masters; Then the ftp-masters only
need to do an full review on packages which has not gotten any reviews
on them, and can reject a package quickly by investigating the error
found in the report.
