It have never bothered me enough to complain, but if I have been using nginx on port 80 and stuff then suddenly broke after installing apache (and rebooting) I might have been quite a bit irritated. I am not complaining, just describing a scenario for having Apache installed without wanting to use it as the system webserver. Unneccessary package splits isn't a problem if they only happends for a single package but on a larger scale the means problems. Micromanagement is bad! You as utf8-interrested have to do the same to improve the situation. language environments had been (I'm just speculating) a part of Debian Policy. In that case, package at least could have been marked as 'non-functioning under non-latin circumstances' and this could We have the BTS for this kind of information. And why should we pull packages that works 95% of the time? That would be damaging. Please find some way to improve the situation without doing great harm to those statisfied with status quo. If you force people to put a lot of work in something they don't want they are going to be even more resisting changes. The only reasonable change in this direction I could see for the DFSG is to use some sort of O'Reillys Zeroth Freedom (If I understand him correctly): You should be able to make modifications on you own premisses. No matter how much I like this freedom for my own works I wouldn't like see it in DFSG. It would render GPL and copyleft-licenses in general non-free.
