Following the recommended transition process also works around the
problem: https://wiki.debian.org/Teams/ReleaseTeam/Transitions

I'd appreciate a source-only upload so that we can complete this
transition.

it's an existing feature of dak waiting to be enabled by ftp-master. I'd guess
that nowish would be a good time to enable it.

What's the status of throwing away the binaries when doing a
