* Internal change: In order to prepare doc-base support,
intltool-merge now adds encoding in localized fields, and
po2debconf removes them when output format < 2.
* When field value is a comma separated list, an extra leading
underscore tells po-debconf that items have to be put in
separate msgids. This is a new localized field format, there
is no reason to convert all _Choices field to __Choices, but if
their value changes quite often, it may ease translator's life.

* po2debconf: Fix a bug when dealing with extra text used to make
msgids unique, it was removed too early.
