I think the problem may be that code to use libcurl is compiled into libphobos (std.net.curl) and tests for it are executed which do not correctly handle its absence. Neither libgphobos-8-dev nor libgphobos76 appear to depend on, recommend or suggest libcurl4 and it does not appear in the build
