proj (5.0.0-2) migrated to testing today.
As discussed on the proj, mapserver & qgis lists, PROJ 5.0.0 contains a
known regression with the web mercator projection. The fix for this

Another revision of flex has been uploaded that should fix the ncl
FTBFS, but I haven't gotten around to testing that
