Today the decree that establishes the DST period was finally published (the
dates had already been announced, but the decree wasn't yet published).

The link (only works for today) is:

Bug#502430: Updated Argentina data

I don't know where to find the source packages uploaded to propsed, 
however, looking at 
http://www.marga.com.ar/~marga/debian/tzdata/tzdata_2008e-1etch3.diff.gz 
it seems to me that some of the data is still not right...


Jujuy appears as not applying DST this year and at least the official 
Decrees say it will.


FWIW, I compiled what, to my best knowledge, is all the updated zoneinfo 
information for Argentina as of this morning's Boletín Oficial in 
http://wiki.clueless.com.ar/ActualizarTimezonesConTzdata?action=AttachFile&do=get&target=argentina-baby-2008-10-17.zoneinfo


This has a new timezone America/Argentina/Salta. The source has 
information about what Province uses which timezone.


I also published the Province=>timezone mapping at 
http://wiki.clueless.com.ar/ActualizarTimezonesConTzdata#provincia_tz_baby


I sent the same data as a patch to the tzdata2008h.tar.gz last published 
in http://thread.gmane.org/gmane.comp.time.tz/2346/focus=2410

Sorry, Jujuy is not affected, they will apply DST.

I'm attaching a patch that updates the 7 affected zones.  And also updates
the general rule, to use the March rule for 2008-2009, but the October rule
for only 2008, as we have no idea if there will or won't be a change next
year.

Bug#502430: The Argentinian DST Soap Opera continues

In a political move to silence the "rebels", the central government has now
taken the decision of who will apply DST and who won't.

Thus, the provinces that won't apply DST are:

Catamarca, La Rioja, Mendoza, Salta, San Juan, San Luis, La Pampa, Neuquén,
Río Negro, Chubut, Santa Cruz, Tierra del Fuego.

In the end, there's no need to split Catamarca and Comodoro Rivadavia
(although they don't make any sense together) nor to create a new local
time for Salta (they can use any of the neighbouring provinces, as they
are probably doing now), the same goes for La Pampa, Neuquén and Río Negro
who also don't have their own entries.

The zones affected are:
  America/Argentina/La_Rioja
  America/Argentina/San_Juan
  America/Argentina/Jujuy
  America/Argentina/Catamarca
  America/Argentina/Mendoza
  America/Argentina/San_Luis
  America/Argentina/Rio_Gallegos
  America/Argentina/Ushuaia
