I'd say everything should be copied from {de,fr,it}_CH, except for LC_MESSAGES, which can be copied from en_GB. This would basically mean that only the language of messages is changed, while all the other localisation aspects remain the same. Even LC_CTYPE and LC_COLLATE? Probably. The locale system on UNIX is well designed, so you can select different value for the various locale categories.
