This is not possible: af_ZA has no clause while en_ZA has has the same
problematic text as en_BW and en_ZW.

The no clause text can be interpreted to be the same license as
(e)glibc, but if possible an concrete license would be preferable, so
either LGPL v 2.1 or later or maybe same license than (e)glibc.

I suspect that the only reason that this file references me as a contact is 
since it was based off Croatian locale that I put together two decades ago. I 
no longer maintain Croatian locale, but since this one is based off my work 
that was LGPLd, I believe the same license should apply to it, granting rights 
for use, distribution and modification according to LGPL.

I hope this helps. Please let me know if there's anything else I'd need to do.
