I just tried this -- remounted /dev/pts with mode=600 and started dvtm(1) and stterm(1). This resulted in /dev/pts/{0,1} with $USER:tty, 600. So to be `TTYMODE' seems to work. Bug#705056: /etc/default/devpts instructions to set "mesg n" by default don't work
Package: initscripts,libc6 /etc/default/devpts reads: # Set to 600 to have `mesg n' be the default TTYMODE=620 But this doesn't really work. Even if you mount /dev/pts with mode=600, your pty devices will end up with 620 permissions. This is because well-behaved software calls grantpt(), which changes the device permissions. Either grantpt() should be fixed not to touch permissions if /dev/pts is a devpts fs (as it did in the past[0]) or initscripts should be fixed not to claim you can have "mesg n" by default.
