This would make it easier to setup a minimum system
based upon dash or ash, for example. Most packages
use /bin/sh for their dpkg scripts, as it seems.

libc6 depends on bash (see /var/lib/dpkg/info/libc6.preinst),
but doesn't list it in the Depends list. Would it be possible
to fix the package header?
