Just about any free software is eligable.  The next step is find someone
to sponsor your package upload. Once you have it packaged and tested,
upload it to https://mentors.debian.net or ask here again.

I would like to submit this java based open source software to debian:
https://directory.fsf.org/wiki/Phoyo-id

Is it eligible for debian archive?

I managed ton create a ori+debian packages but I do not know what to do 
next.


Can someone guide me?
