I got the same problem, first I tried to set X-KDE-Kded-autoload=false to
X-KDE-Kded-autoload=true in /usr/share/services/kded/klaptopdaemon.desktop
but it didn't help. Later I recognized that running /usr/bin/klaptop_check
lets the battery monitor start and linked to KDEs Autostart
