I have dig a bit around this issue. For me, only rules with title-matching
criteria fails to apply to newly created windows. Other rules does work as
intended.
I have found two upstream bug reports:

the small problem that special window/application settings are ignored.

I can only say that I have encountered that, too.
I know that we are in the middle of KDE rebuild/transaction (and newer python-
qt4 causes plasma desktop to segfault), so it may be matter of waiting until
all packages are rebuilt and uploaded.
