No, they are not. Only in debian source packet, not in .deb file.

Bug#948257: depmod: ERROR: ../libkmod/libkmod.c:515 lookup_builtin_file() could not open builtin file '/var/tmp/mkinitramfs_XXXXXXX/lib/modules/5.4.0-1-amd64/modules.builtin.bin'

Yes, this fix
https://salsa.debian.org/kernel-team/initramfs-tools/merge_requests/23/diffs
indeed at least silenced (maybe fixed) those wornings after
update-initramfs -u

Hope you will pull that in initramfs-tools-core as shown by dpkg -S
./mkinitramfs

And *I hope* it will happen faster than with this obnoxious bug:

Hi,

I'm getting these messages too... I use latest Kali linux 2020. After
I install nvidia-driver today, it happened. I suppose it is because I
have Intel Haswell, and before I was using SSD in vmware and so there
were no problems as there were no device that needed it in vmware.

root@kali# update-initramfs -u

W: Possible missing firmware /lib/firmware/i915/icl_dmc_ver1_07.bin for
module i915
W: Possible missing firmware /lib/firmware/i915/bxt_huc_ver01_8_2893.bin
for module i915

I fixed it by just downloading debian source code packet (sic!)
https://deb.debian.org/debian/pool/non-free/f/firmware-nonfree/firmware-nonfree_20190717.orig.tar.xz
and pasting those two files!

Why it is like that?? Please fix it!
