IMHO there should be at least a dummy modules.dep to suppress the
FATAL: Cannot load modules.dep messages during booting, when kernel
tries to load net-pf-1 etc. depmod -a can later replace the dummy with
a correct modules.dep.
I currently use the attached hook to do this.
