I apologize for my previous post. Based on this post: http://en.community.dell.com/forums/p/7590995/7816851.aspx, I'm (again) almost certain that this issue is related to a laptop's manufacturer trick to prevent damage to their components from excess heat (think of warranty); (maybe laptops should not be used for CPU intensive tasks regardless of how powerful it may seem). Judging by some posts, this same thing has been happening on Windows too.

Is there a way for a program (kernel or user-space) to override the BIOS when slowing down the CPU?

As a workaround for those suffering from this issue, you could:
1- Clean air/cooling path (dust is bad for cooling).
2- Get an external cooler/fan, use air conditioning, etc.
