I have same problem with wheezy (host) and squeeze (guest).
In libvirt I have following memory configuration for the guest:
memory unit='MiB'1024/memory
currentMemory unit='MiB'128/currentMemory
[...]
memballoon model='virtio'
address type='pci' domain='0x' bus='0x00' slot='0x05' function='0x0'/
/memballoon

But the guest uses only 128 Mb, and when it fills, begins to use swap 
instead of increase memory.

I am running Debian Wheezy inside a libvirt-bin qemu-kvm virtual machine 
(running on a Debian Wheezy host) and have noticed that the virtio balloon 
driver is not working.

I have the initial allocation set to 512MB and allow up to 4096MB allocation 
and have pleny of physical memory on my host, but the virtual machine fails to 
grow beyond 512MB allocation and e.g. dpkg fails to being unable to allocation 
memory (and swap is in use and full when this happens, since swap is small).

This is rather defeats the purpose of using the balloon driver and is also 
rather strange since when first starting the virtual machine the full 
allocation is used (e.g. 4G is allocated to VM until the balloon driver 
releases all but 512 MB of it).
