My hope is that I can use it to build a fake gadged device,
which I need for application development.

Of course I tried to build my kernel but it was not booting
my Debian any more, then I run out of steam and moved onto
a physical device.

Still I'd like to make the trick, if possible.

Maybe I've got it wrong.

If you're doing kernel development, you can enable this in the kernel
you build.  Am I missing something?
