Here is new evidence without tainted kernel. I would vote for raising
the severity level to original one.
No known working workaround available.
Other workarounds tried without success:
- remove laptop-mode-tools
- usbcore.autosuspend=-1

Reported issue occurs usually 1-3 times a day. USB device utilization
increases occurance interval. Hard to reproduce other than waiting it
occuring.
