Excuse me to me English but frenchies are not english.
I search a documentation to install a debian on a dell inspiron 3800
laptop with all componment ( graphic , energie manager and infrarouge
port )

It's French.

To the OP: I'm not sure if there is an installation manual for Debian on
an 3800 specifically. Try Google, or just try installing and let us know
if you encounter specific problems.
