Thanks for all your efforts! Just for the record: No, your version you sent me 
did not work

However, there was a bug in the console-data package, which was fixed with 
version 2002.12.04dbs-41. So installing the new version, and then doing a 
"dpkg-reconfigure console-data" (and selecting the right options) fixed my 
ALT + F1 to F7 problem.

Thanks for all your efforts! Just for the record: No, your version you sent me 
did not work

However, there was a bug in the console-data package, which was fixed with 
version 2002.12.04dbs-41. So installing the new version, and then doing a 
"dpkg-reconfigure console-data" (and selecting the right options) fixed my 
ALT + F1 to F7 problem.

First, I would change the first line to:

keymaps 0-2,4-6,8-9,12

Then I see that you have a mixture of UK and German keyboard.
The key nr. 3 (the one with the 2 digit) contains " (shift-2 gives you
") like the UK layout. But then key nr. 26 (right of p) is defined as u
with two dots, where it should be the open brakets. Which layout do you
use anyway?

Also the Key nr. 56 should be Alt (not AltGr).
125 and 126 should be AltGr. I also made 127 as "Last_Console" (you can
go back to previous console). The 127 key is the "Menu" key. 125 and 126
are the windows key.

So the last row of key in your keyboard (what ever is written on it) are:

Ctrl  AltGr  Alt   Space   Alt  AltGr  Last_Console  Ctrl

on the console mode. Under X they are still what ever they were.


I also DELETTED all the definition between 128 and 511. How many key do
you have anyway?

If you do have a /etc/console/boottime.kmap.gz file, that this is the
one. If not, the kernel is compiled with some default kmap.
Also those file may be read (not sure for the order):
/etc/console/boottime.kmap.gz
/usr/share/keymaps/defkeymap.map
/usr/src/linux/drivers/char/defkeymap.map

To be sure, you can make a file $HOME/.keymap.kmap
and add a line on $HOME/.xsession like that:

loadkeys $HOME/.keymap.kmap

Console_x lines...

For instance

control alt keycode 64 = Console_6
control alt keycode 65 = Console_7

will give you access to all consoles with Ctrl-Alt-Fx (x=1-12)

Try using the Windows-Logo-Key insteat of the ALT-Key (only at the console for 
switching between them or back to X). Don't know why, but it's this way on my 
laptop (Gericom, Debian testing/unstable).

Have a look at the /etc/console/boottime.kmap.gz file (or what do you
load with loadkeys at boot time). You should have things like:

...

keycode  56 = Alt

...

keycode  65 = F7
shift   keycode  65 = F19
control keycode  65 = F31
altgr   control keycode  65 = VoidSymbol
alt keycode  65 = Console_7
control alt keycode  65 = Console_7

...

keycode 105 = Left
alt keycode 105 = Decr_Console
keycode 106 = Right
alt keycode 106 = Incr_Console

...

keycode 125 = AltGr
altgr   control keycode 125 = VoidSymbol
keycode 126 = AltGr
altgr   control keycode 126 = VoidSymbol
keycode 127 = Last_Console
altgr   control keycode 127 = VoidSymbol

...

etc.

Idea: Probably framebuffer issue.
Idea: Ask Big One In The Sky which xserver (ATI?) could be involved

You did not tell us  anything about your X11 setup,
loaded framebuffer / video console modules,
kernel config ( fb/videoconsole statically included?),
X11 driver.
If you want to do so, somebody could certainly help you out.
