depends on your drive. usually -m16 -c1 -u1 gives better performance,
however, there are controllers/drives that won't work well with these
settings enabled. if your controller/drive support dma enable it with
-d1. you can test performance with the hdparm -tT option or more precise
with tools like bonnie. 

look into the hdparm manpage for more info - remember: man is your
friend ;)

Yes. The default options are rather conservative. You should have no trouble 
with optimizing those settings.
