Before I report this as a wishlist bug, I'd like to have your input
on two ideas that popped up in my mind for possible lintian checks wrt
debconf templates:
1) Checking if a declared template is still used

Attached is a patch adding a check for empty watch files.
This tag has been added because of situations like #489050.
The patch also removes a lax attempt of handling line continuations and
improves the one I added a couple of days ago.

Lintian should detect when a package installs an embedded copy of various
Javascript libraries now packaged in Debian. This violates policy §4.13.

This feature doesn't work for me. A source package containing files in
the BTS data directory ('.be/') is not detected by lintian.
