dh-autoreconf depends on automake and provides
debhelper/cdbs hooks to call autoreconf.
So it updates the autotools helper files.
The {ancient,outdated}-autotools-helper-file tags shouldn't
be triggered if the package build-depends on dh-autoreconf.
