Supporting XDG_CONFIG_{HOME,DIRS} can be done fairly easily, see
attached patch (which is bluntly assuming we are dropping
LINTIAN_ROOT/lintianrc).
Looks good to me. (Although I wonder why loading File::BaseDir is
guarded by eval.
