Time for another upload

Given that we've gotten a bug filed for the latest policy update, I think it's about time for another upload. I've accumulated a fair number of bug fixes in Subversion beyond just keeping up with new incoming bugs, so I feel like we're making forward progress. I'm therefore planning on uploading
